In accordance with the guidelines of Circular No. PS/SB/Circular/2/2025 dated 18^th February 2025, issued by the Secretary to the President, and the National Anti-Corruption Action Plan 2025 - 2029, as a key initiative in the process of curbing corruption, Internal Affairs Units (IAU) have been established in all government institutions including state owned enterprises (SOEs), in cooperation with the Commission to Investigate Allegations of Bribery or Corruption (CIABOC).

The primary aim of this initiative is to assist in law enforcement, aiming to prevent corruption within government institutions, develop a culture of integrity, ensure transparency and accountability, and promote ethical governance.

Partnering in this national initiative, an Internal Affairs Unit has been established at the National Science Foundation to uphold the principles of integrity in our Institution hence ultimately contributing to accomplish the government objectives.

The Unit is dedicated to effectively serving all internal employees, stakeholders and the general public by promoting a culture of transparency, accountability, and integrity.

NSF Declared open its Internal Affairs Unit (IAU)

The Internal Affairs Unit (IAU) of the National Science Foundation (NSF) was formally inaugurated on 05 June 2026. The occasion was attended by the Chairman, the Director General, and members of the NSF staff.

During the event, staff members were briefed on the functions and responsibilities of the IAU. In addition, awareness was raised among the staff on the dedicated IAU webpage available in the NSF official website. The staff were also informed about the procedures for handling both internal and external complaints and suggestions submitted through the system.

Notice to Government Staff Officers

Pay your kind attention on submission of your Annual Declaration of Assets and Liabilities for the year 2026 which is due by 30th June 2026.

From this year onwards, all declarations must be submitted online only. Manual or physical submissions will no longer be accepted.

All officers are required to submit their declarations through the official online portal provided by the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) using the following link: https://ald.ciaboc.gov.lk/

Make sure that your declaration is completed and submitted on or before the deadline.

Awareness Session on Declaration of Asset

An awareness session was conducted by IAU staff for NSF Staff Officers who are entitled to submit Asset Declaration forms through CIABOC online platform. The event was held on 29th April 2026 with the participation of the Chairman and the Director General.

Awareness Session on Establishing IAU

The first awareness session was conducted by the Internal Affairs Unit of the NSF on Establishment of IAU, and it was held on 04th March 2026. This was conducted following the initial training organized by the Presidential Secretariat. The staff of NSF along with the Chairman and then Acting Director General of NSF were participated for this session. The participants were made aware of the objective of establishing an Internal Affairs Unit and its role in align with the National Anti-corruption Action Plan.

Key Objectives of the Internal Affairs Unit

Responsibilities and functions of the Internal Affairs Unit

Examine current procedures and circulars to identify systemic bottlenecks within the institution and simplify them to enhance operational efficiency.
Conduct Corruption Risk Assessments (CRAs) to identify areas in the institution vulnerable to corruption and unethical conduct and take targeted preventive measures.
Develop and implement an Institutional Integrity Action Plan outlining specific anti-corruption objectives and strategies tailored to the institution's needs.
Ensure full compliance with national anti-corruption goals by aligning institutional policies and practices with the National Anti-Corruption Action Plan.
Conduct regular compliance reviews to assess the institution's compliance with national and international anti-corruption laws, including the Anti-Corruption Act No. 9 of 2023, and identify areas for improvement.
Ensure compliance with Asset Declaration requirements for all public officials and employees and manage conflicts of interest in accordance with CIABOC regulations and the Anti-Corruption Act No. 9 of 2023.
Establish a secure system to receive and manage complaints related to corruption and unethical conduct in the institution; ensure that all such complaints are promptly addressed by relevant officials or units; and provide regular feedback to the parties involved, ensuring transparency and accountability. If necessary, refer relevant facts, findings or information to the CIABOC for investigation under the Anti-Corruption Act.
Develop and publish a Citizen's Charter outlining services provided by the institution.
Establish and enforce policies that promote ethical governance, including a standardized code of conduct to be adhered to by public officials.
Implement measures, including training and awareness creation, to motivate employees to commit to anti-corruption principles.
Act as the institutional focal point for the National Anti-Corruption Integrity Assessment, ensuring that the institution participates in and aligns with the integrity assessment processes, as guided by CIABOC and the national anti-corruption framework.
Maintain liaison with the CIABOC to receive ongoing guidance and support in executing the Unit's duties.
Produce periodic and annual reports summarizing the IAU's activities, progress in anti-corruption initiatives, challenges faced, and recommendations for further actions.
Collaborate with private sector stakeholders to plan and implement integrity development program
